Stockton Unified Trustee Arrested

Stockton Unified School Board member and former president AngelAnn Flores was arrested Friday on felony public corruption charges. The charges include embezzlement, insurance fraud, and theft of money exceeding $950.

Previous audits revealed years of mismanagement and mishandling of public funds. The FBI, San Joaquin County Sheriff’s Office, and San Joaquin District Attorney's Office launched an investigation last year. In November of 2023, a search warrant was served on Flores’ home.

Flores is accused of using the district’s credit card for personal purchases, including over $1,000 worth of food and fuel. She is also alleged to have filed a false insurance claim for a vehicle collision.

Flores’ attorney, former District Attorney Tori Verber-Salazar, said his client's arrest is political. He called her a whistleblower, who was “working with the Federal Bureau of Investigation to get this information to them, to get them to come in and do a thorough investigation and rid us of the corruption."

In light of the arrest, the district said its focus remains on students, their education, and their wellbeing.
